Character’s Name: Charles Fei-Ong (His last name isn't actually given in the manga, but since he's the manga counterpart of Carl from the anime and was previously known as Carl himself, I'm assuming he has the same last name.)

Character’s Fandom: Blood+ (manga only)

Character’s Personality: To most of the world, Charles appears spoiled, moody, cruel, histrionic, unstable, and rather vulgar (though strangely well-read in classic literature), and he holds grudges for decades. He kills whoever necessary to suit his purposes and whims without a second thought.

To the few people he's close to, he shows himself to be, on top of these, lonely, easily hurt, and extremely dependent, going so far as to literally tear out his own heart and offer it to someone who he thought was leaving him. He's terrified of moths and needs help to tie his own ribbons; he becomes extremely attached to anyone who shows him kindness and who doesn't treat him as a monster unable to be either human or a full Chevalier, and may act shy and flustered around them -- but when the relationship inevitably fails, he'll attempt to combat his feelings of inadequacy by asserting dominance over the person who let him down again, although this is always rather transparent. He's simultaneously youthful and far older than he should be.

To his fellow Chevaliers, he's a weak link to be eliminated.

Canonical history: (There isn't much history given in the manga, and it hasn't been translated past the second volume that I can find, so I'm hoping my rusty Japanese skills were enough to translate his scenes mostly correctly. If anyone sees any discrepancies, feel free to correct me.)

Charles, while still called Carl, was one of Diva's Chevaliers at least since before the Vietnam War; presumably much earlier given the style of clothes he wears and his use of French as his primary language (these, among other things, also imply he originally came from a high class family). He lost his right arm to Saya during the war, a disgraceful defeat that got him expelled from his position as Diva's Chevalier and sentenced to act as a test subject for the D67 project from then on, at which point he was renamed as Charles. Despite his lost rank, he was able to stay in the Chevaliers' mansion and maintain his high class lifestyle. One of the researchers on the D67 project, Van Argiano, came to act as his close personal servant and more; Argiano always played the faithful servant but Charles' extreme emotional dependence on him gave him much more power in the relationship than one would expect.

Eventually once Saya had reawakened, Charles attacked her in an attempt to finish "their Vietnam War" from over thirty years earlier. He later kidnapped her younger brother Riku and held him hostage to lure Saya to Vietnam to fight him again. However, Riku didn't turn out to be what he'd expected in a hostage; Riku happily befriended him, saying he didn't scare him at all. Later, though, Riku jumps back in fear when Charles' bloody hand reaches for his, and Charles realizes that he'll never be able to escape being a monster who everyone's afraid of.

After fighting Saya a second time, he learns that he's been betrayed by Argiano and the other Chevaliers, who now plan to kill him as the final part of their research. As Argiano pulls the trigger, Riku jumps in between them and takes the bullet, dying shortly afterward. Saya appears moments later and finds the villain she's been fighting holding the dead body of her brother. Thinking he was the one who had done it -- and he makes no effort to fight or argue otherwise -- she kills him. (Ironically, she's able to revive Riku by turning him into a Chevalier.)
